Hi Jonathan and Lukas,

My advice is don't leave in IV, I've been there for a year and all I want I move out. 
Now if he really wants to he has to know that IV is expensive and a single room is rare. 
Also the lease tend to be for a full year (12 months). He could try at the grad apartments or family housing if he is married.
